REGARDING

1% INCREASE OF FEDERAL MEDICAL ASSISTANCE PERCENTAGE (FMAP) FOR

PREVENTIVE SERVICES

Pursuant to 42 U.S.C. §1396a(a)(13)(1997) and 42 C.F.R. §447.205, the Department of Human
Services (“Department”), Bureau for Medical Services (“BMS”) provides notice of the filing of a
state plan amendment (SPA), identified as SPA 26-0002, regarding 1% Increase of FMAP for
Preventive Services.
SPA 26-0002 relates to Section 4106(b) of the Affordable Care Act (ACA) which established a
one percentage point increase of FMAP to adult vaccines and clinical preventive services to
states, without individual cost sharing. This SPA will reflect the coverage of all United States
Preventive Services Task Force (USPSTF) grade A and B preventative services and approved
vaccines.
SPA 26-0002 will also assure that the State has documentation available to support claiming of
federal match and that the State has a methodology to ensure changes are made to comply
with the USPSTF as recommended by the USPSTF and Advisory Committee on Immunization
Practices (ACIP) bodies.
SPA 26-0002 is expected to reduce expenditures by $31,261.69 in Federal Fiscal Year (FFY)
2026 and $126,454.56 in FFY 2027.
This SPA will have an effective date of July 1, 2026, pending CMS approval. This SPA and
notice will be available for public inspection between March 31, 2026 and April 30, 2026.
